From the little knowledge I've acquired smallish steppers fit my budget. The additional gearing to gain power should give more precision than a torch can cut, and though it looks cool, a fast moving torch between cuts isn't worth the cost of the bigger steppers and power supply.
Free advice is worth exactly what you payed for it.

While we're in the pre planning stage what sort of precision is needed/ reasonable/affordable cosidering this is only moving a plasma torch around. ).0001 isn't in the cards.

That's a good question. I wouldn't think even .001 is worth trying for considering the width of the plasma jet (not sure if that is the correct term) likely can't be controlled to that degree of precision. Anyone know what sort of precision is possible with the commercial plasma table?
