Dave, 63.5mm plus two 5mm plates makes 73.5mm by my math.
Will it still fit? (your drawing shows a 2.5mm plate on each side but only 1 on the bottom.)

It will fit Steve,
Goes into a channel 75mm wide x 70mm deep. The two 20mm dia holes are for the two pins, one pin is used as a hinge and the other to lock it either in the working mode or in the folded mode.

Nice castors Dave. Is the hole for mounting them threaded?

Thanks, the hole isn't threaded just a plain hole 13mm dia for M12 or 1/2" bolt. Although an hex hd bolt doesn't normally fit too good, can't get the ring spanner or socket in
so I tend to use a cap head/ button head.
It there is access one can use a nut, otherwise a 12mm plate with a tapped hole is welded on.
The reason I went for the single bolt hole is because the plate size on the castor is wider than the 63.5mm sq tubing, I could have welded a plate on the bottom of the tubing and then I'll keep catching my ankle on it

Cut the 63.5 sq tubing to size and tack welded the side plates on, checked to make sure it fitted.
Welded the side plates a little more and drilled the two 19.5mm holes, cleaned it up a bit and checked to see if the pins would fit.
Must be my lucky day.

I forgot to mention I didn't put a 5mm plate on the bottom, just one 5mm plate on each side.
