I can't believe even China still makes and sells those POS cutters that use lathe turning tools for milling. Something from the late Pliestocene period.
Your spindle should have some means of a brake or lock to keep the spindle from turning as you loosen the drawbar at the top. Lefty loosey righty tighty. Loosen the drawbar one or two turns, tap the end of it. Now unscrew the whole cutter and remove it. Loosen all 8 screws holding the four lathe turning tools, save those as "single use" turning tools for the lathe you have or soon will, understanding that as soon as they chip, toss them in the same scrap metal box as the cutter.
