I bought my collets (ER16 and ER32) and the collets chucks with several other items from CTCTools.biz over the past 2 years.
He (Heine) did respond rather quickly, usually within the day. Can't find anyone in SG selling at that kind of price if the item of interest is available here.
When an item is added to the shopping cart, going into the cart will show the shipping cost. From my observation, shipping cost is usually 1/3 to 1/2 of the total price of the items. It may take up to 3 weeks as mentioned on the site to receive the items but I got mine usually within 2. Also mentioned on the site is the "express courier option" though I've never tried that.
I've just ordered an ER16 MT2 shank with M10 threads collet chuck and a Keyless drill chuck with the same shank last week. Hope to receive it this coming week.

I have tried numerous times at emailing that guy as to the cost to ship a collet set by post office per his web site but he has never responded and I refuse to pay almost as much for air shipment as the collet set costs. So I've written him off of my preferred vendors list. It is a shame because he does have some decent prices and he actually has tolerances specified on most of his stuff, which is rather rare for cheap tooling.

In my case the cost of the collets is $98 and shipping is $89. Not a good deal in my book. He has never responded to any messages I've sent him so I've written him off. Not worth wasting any more time on.

Arc Euro Trade but I'm unsure if the shipping to the US will be prohibitive.
