It seems the proper name for balancing is "Poising" What I have is a Jeweled Poising Tool.

are the jewels still in good shape with no chips of scratches they have to be perfect for it to work
it looks to be one of the larger ones that would be used to balance the balance wheels in clocks, but could be used for work on the larger pocketwatches.

According to the Jeweler they are in excellent shape. He used a microscope to look at them. There is a square block stamped on it with the initials H R in it "dallen".

I bid on a couple of the posing tools when I was attempting to learn something about pocketwatchs, still find them fascinating.

This called a poising tool, its designed to balance a clock wheel to assure that it is not heavier on one side than another.
