Well I should have given more details...
What I have now appears to have been sprayed. It is a very thin coating of flat black. I know it's thin because I can see the thickness of the flakes where it is coming off.
I had my front porch (concrete) and railings replaced about 6 years ago. I noticed that the paint was peeling at the bottom of a couple of the upright posts. A closer look revealed that the posts were bulged and split and starting to rust. The root of the problem is that they joined the sections together with angle brackets and nuts/bolts, but didn't seal them when they installed the railings. A couple of the post caps are just tack welded on with a 3/16" gap between them and the top of the posts. Of course rain / snow got inside the posts and froze over the winter, splitting the bottom of the posts.
So I'm going to strip the paint where needed and remove the bolts/brackets, post caps, etc., and weld it all up like it should have been in the first place. But I was hoping to just repaint the repaired areas to match. That is..... after it stops raining here, eventually.
You can see one of the bolts sticking out to the left of the post - just in front of the door on SWMBO's car.
