If it is, I read it as having to screw the tool retaining/forcing screw into the spindle first and screw in the tool or tool holder with internal threads M10 onto the tool retaining/forcing screw. The tightening is done using the allen wrench and the retaining bolt (referred to as holding pin in the text while the diagram uses the term retaining bolt) to draw in the tool/tool holder.
