This part wasn't done on a printer using an extruded filament. I have to wonder if it would have come out better if it had been.
Oh well, it is what it is. It's my first experience with 3D printed parts so I didn't know what to expect anyway.
Do you have the file for that part that you could post? I could print it and see if I get better results than you got from the place that did it for you.
