Help Machining Question

Hi Guys. 
New here. Do you think grinding one flute off a 2 flute 5/16" end mill or 3 flutes off a 4 flute would allow it to make a closer .3125" diameter X .233 deep hole in brass using a mini milling machine? My best results technique so far has been to center drill using a 3/32" c'drill, drill through the approx. 1/2" thickness with a #30 drill. Then, using a .250 dia. end mill, plunge .220 deep. Place USED .3125 dia. (4) flute in collet and finish hole. 
Results have been a hole dia. approx. .318/.319. I have improved the sturdiness of my fixture and ordered a new carbide 4 flute end mill. My research has indicated that brass machines best without coolant? Anyone having suggestions would be appreciated.
