I'm with Stan and would probably use 4140 myself. It worked a treat for me when I made the new ratchet ring for my arbor press - although I used annealed round stock and hardened it myself after machining it. I did make something else from 4140 PH too (chuck keys maybe?) and was surprised at how well it machined even half hardened. Have to say I like the stuff.
