The foldback seems to be there no matter what settings I mess with. I'm wondering if the final tube will make a difference. I checked the values of the capacitors and didn't find any that were out of spec.
I don't think much is out of wack in the voltage circuitry. It would take an interesting phenomenon in the time-line generation to start at a higher voltage, slowly drop back a bit, then increase voltage in a relatively normal fashion. Turns out the tube I'm waiting for is the first one in that circuit.
