It's not so bad as you make it sound. Those guys are in business. They know that if they step out of line, they'll never get repeat customers.
However, if you're particularly concerned, most towns have a "Day Labor Center" which vets the laborers and helps classify their skills, so you get someone who knows how to do what you need done. These guys are very reliable.
