Yes - you can lay them down to transport. Acetylene is the only gas that I know of that either has to be transported upright or stored upright for at least 4 hours before using it, if it was laid down. IIRC the acetylene is dissolved in acetone and keeping the cylinder upright prevents the acetone from running through your reg, hoses etc.
