I'm thinking you're interested in the half-hard (HT or PH depending on who is selling). It's harder than normal but it can be machined. My 3/4 HP lathe doesn't like it much, max DOC is about .030 or it will just stop. Seems to drill and saw okay, that's why it might be suitable for sorta decent vice jaws without having to get them heat treated and ground like you would with annealed 4140.

Cold rolled stuff tends to warp when machined. Heat treating tends to warp and change sizes after machining. 4140HT kinda comes to the rescue. Decarb-free means they have cleaned off the outer scale.
