The parting tool in the video is just a igh speed steel tool clamped and wedged in to a tool holder
The material being cut was aluminium
It was a spindle lock for my mill
My glanze holder would not cut that deep
I was amazed at how well it worked considering the overhang
It was much easier than a hack saw
