Yes, making a mate to see how they mesh would tell if you got the pitch diameter right. How did you measure it? There is a very good book on gear cutting in the workshop practice series that you may want to check out. It is available from the bookdepository.com.

Been a few months since the gear cut.
# of teeth +2 x DP = 35 teeth on that gear. ( I think /memory you know)
gear cutter could still be on the holder but packed (moving shop)
way back we talked about the collet closer fingers on my HLV H
we got the fingers shipped and installed and has been working well ever since.

Have you calipered the teeth? Several measurements with standard calipers across 2-3 teeth (near the pitch line) to see if they are equal. There are specs in Machinery's Handbook for this, but just having them equal says something about your tooling and setup.
