find one of the big box grocery stores that sells Dry Ice put the sleeve in an ice chest to get cold,

Ed that would be an easy boring job in the lathe you should be able to get a great finish, The part is only 5 inches deep, the four jaw would support it beter than the vice in your mill, if you can get a boing bar long enough for the boring head it will work beter in the lathe.
As for the shrink fit why couldn't he warm the aluminium part up? Putting the sleeve in the freezer won't have much effect. if the aluminum is at say 70 f and the sleeve is steel at 20 f coming out of the freezer it will have only shrunk .0005 and it will warm up as soon as it contacts the aluminum.
