I've used hole saws on the mill. You can clamp the ring then. Stopping frequently and clearing chips is a pain, but I hadn't tried 350ca's clearance hole before -- that might make it easier. Lots of ways to skin a cat.

A wood spindle shaper/moulder uses rings of different sizes for different cutters which are set into the table. Much like a router table has inserts for different sized router bits.

I ground a trepanning tool to cut the ID's of these. I still have another 5 more rings to go.
